Government Reopens After Record Shutdown; Farm Programs Extended

The federal government reopened on November 12 after a 43-day shutdown—the longest in U.S. history. The shutdown began when Congress couldn't agree on funding that included Affordable Care Act subsidies. When it finally ended, lawmakers passed several important funding bills for agriculture. These include a one-year extension of 2018 farm bill programs and $107 billion for the Supplemental Nutrition Assistance Program (SNAP). The SNAP funding is especially critical since 42 million Americans went without grocery assistance during the shutdown, creating significant hardship for farm families and communities across the country.
The new funding keeps most federal agencies running through January 2026 and provides USDA funding through September 2026. Good news: the package includes protections to keep SNAP benefits flowing even if another shutdown happens. However, there's a concerning change to conservation programs. The farm bill extension modifies rules for the Conservation Stewardship Program and Environmental Quality Incentives Program in ways that may allow very large farming operations to take up a much bigger share of conservation dollars. This could mean less funding available for small and mid-sized farms looking to invest in conservation practices on their land.
